My hatchets are hanging our in the middle

They do swim at the top, but lately they have been in the middle region more often than not. I am guessing that they don't like the output from the filter. I turned it down, but now I am worried that there is not enough filtration. Its bugging me that I cant use my new filter to its full potential. Does anyone ever feel like getting rid of all their fish and starting over?
 
To answer your question, yes! :wink:

However, you could try some floating plants, silk ones maybe, and anchor them around the outflow of your filter so they diffuse the strength of the current, and allow the hatchets back up to their upper stratum.
