Aquarium Advice Freak

My little puffer :(
I went to feed my puffers after school today, and normaly the little one is right there as i put in the blood worms, but today he wasn't. It took me awhile to find him cuz he is so little and i saw him at the bottom of the tank. I thought he was dead cuz he didnt move when i scooped him up with the net. BUt when i took it out of the water he flipped around a little. I hereded him into the glass bottle in my tank cuz the bigger one won't go in there. He looks normal. Is it possible he just might be stressed out from the bigger one chasing him? Will he be ok?

I would guess he's stressed out from the dominant, bigger puffer. Maybe adding a few more will ease the social hierarchy
