You need at least 6 neons. However, they would do better in the larger tank as it would give them more swimming room. I would use the 10 for a grow out tank for the guppy fry, maybe with some red cherry shrimp instead of an otto. As others have said, they are sensitive and do better in groups of 3 or more. You should up the cories a little in your 40. Also, there are many albino plecos. Don't just get one because it is albino, there are multiple types of albino. Be sure to know the exact type before you buy one. I have never heard of a Pleco that maxes out at 2" though. Be sure to do very thorough research before purchasing any fish, and be sure the person selling it really knows what kind it is. You may be better off finding a breeder and ordering from them to be sure you are getting what you want to get. A bristle nose, albino or not, would do fine in a 40. But no Pleco can do well in a 10 gallon tank.

Quick rundown:
10g:
5 neons
2 shrimp (to breed)

20-40g:
3 guppies
1 albino pleco
3 cories
Corys will generally simply acknowledge a different species of cory. I just added 2 more peppered cory to my tank today cause my origional two wouldn't "school" (i dont think they really school per say but they definitely interact!) or interact with any other species.

Even if it is an albino bristlenose??? When i wanted one people said it woul be fine in a 30 gal, and a 40 gal would be even better. Im not on either side, just passing down info

Okay here's the deal! I'm just gonna give you a detailed list of the fish I have (won't include my pleco) and let you guys come up with as many possible ways to do this as possible! Be sure to point out what I'll have to purchase, and try to keep it a minimum! My requirements are that the guppies go in the big tank and there is a species of pleco in there as well, and in the 10g there must be 2 shrimp!

3 guppies, 2 female, 1 male
3 neon tetras, all male
1 cory, don't know gender

Bristle nose is the exception if you want a pleco in a smaller tank

I would get more than two shrimp for the 10, honestly, and just have guppy fry and the shrimp in the 10 gallon, up the neons to maybe 7 or 8 and put them in the large tank, up the Cories to maybe 4 or 5, and get a bristlenose pleco.

Or clown, rubberlip, zebra..there are more options IMO.
