It could be cloudy because of the sand or its a bacteria bloom in a newly set up tank. Either way, I would just say to wait it out. It will go away on its own as the filter will clear it up. Mine did in about a day or so.

For me, it took about a day. It was cloudy at night. Then it cleared up in the morning, then got cloudy again(probably due to my fault) but then cleared up the next day. For your situation I would say about a day with the filter on should work.

When i switched to sand my tank cleared up by the next morning. I waited for most of the particles to settle so they didnt ruin my filter then left it running overnight.

Did you use a plate or something when adding water?

Some brands of sand, like CaribSea are not supposed to be rinsed, they come packed wet and ready to use. You just have to fill it slowly and wait.

Almost 36 hours and its still like this

Hmmm did you put hot or warm water? Maybe it's that because warm or hot water comes out very cloudy

As said it should clear in a day or so. As for your fish, it won't harm them. You can add them while it's cloudy.

^^+1^^
Just give it time and it will clear up. If it is a bacteria bloom water changes will probably not clear the cloudiness as when you remove the free-floating heterotrophic bacteria, the others will reproduce more to compensate. The PWC's are only a temporary fix.
