I live in an area where we have frequent power outages. How long can the fish survive without the filter running? Sometimes the power is out for 4 hours or more.

Get a generator? 4 hours shouldn't be an issue once in a while, I forgot to turn my tank back on after a wc once, 10 hrs and 10 degree drop later, they were fine. If it's happening twice a week than you may want to think about a battery pack or gen..
