Non burrowing eel

Hi, I have a fire eel in my freshwater tank that doesn't burrow. I have medium sized gravel in the tank, a piece of driftwood, and a little house. I am curious to know why he is not burrowing. Should I have different size gravel or sand? Thank you

Because its gravel... You'd need sand.

Maybe he feels safe. My peacock eel burrowed and I had gravel.
