I'm certainly no Betta expert but yours does have some shorter fins which is common among females while males have the big long fins. Just a guess

There is a species of betta that has short fins called betta imbellis where as the bettas we see in stores are typically betta splendens. Also I've found if a betta is just floating around not doing much it's probably the tank is too empty for him or he's just really laid back

My betta has days where he sits at the bottom or on his leaf hammock and others where he's non stop swimming like a mad mad I think it all just depends on how they feel.
