This is my buddies 150gal. Think he's overstocked?

Look at the surface of the water. The water has been evaporated over a few weeks. When we do water changes, we fill the tank up to the top. Who doesnt fill it up to the top? Lol

I'm sorry, but this tank is a disgusting example of what NOT to do when stocking a tank! None of these fish should be together! Red zebras, convicts, tetras, gouramis, silver dollars!?! Bad bad bad bad bad
