Peppered Cory. Bit of a long one

I have 3 peppered cories. All got at same time. 1 is bigger than other 2. Recently the smaller 2 chase the bigger one and they seem to nuzzle each other. Is this mating or playing or fighting?

The larger one is most likely a female & the smaller ones make, it sounds like spawning behaviour if the males are chasing the female
 
What size is the tank?

I can't say I have ever seen corydora fight. I would say breeding behavior based off the pictures.

Your next water change, make the new water slightly colder. This induces spawning behavior because it mimics the rainy seasons for them.
