You have to fill most of your hose with tank water, and the end the water comes out of has to be lower than the one in the tank. Not sure what else you could be doing wrong, but those are the 2 important things.

When u do that u must have where ur siphon to lower then the water level for gravity to so its thing. On my vac I put a pvc valve so I hold it over the tank and suck once water fills it I shut off valve and the place on bucket then open valve.

look up or go to walmart and get a LEE's vacuum kit.
You hook it up to a faucet, kitchen or bathroom and it has a ventury effect taking the sucking part out for you. Cost about $30.00
