Powerhead

My filter filters 263 gph, but I keep it on the low setting and it still creates a lot of surface agitation. My powerhead does 158 gph, but the surface agitation it creates is really low. So I'm thinking about buying a new, more powerful one. Will a powerhead that does 250 gph be too powerful for a 29g tall with cardinal tetras, lemon tetras, Celebes rainbows, and otos?
