Quaritine tank

How do I go about setting up a quaritine tank? Does it need to be cycled? What do I need for it? Filter, substrate, live/fake plants, heater? does it need to look like my display tank or can it just be left plain?

the more simple the best. i keep extra filters on my other tanks so when i need a qt its ready to go. i keep it bare bottom with a heater. its empty until i need it. i fill it move the filter over and i am done.

And it doesn't even have to be a tank ... I use a clear rubbermaid tub & a spare canister filter. I keep the filter cart. in the main tank so it is seeded & ready to go at any time.
