Would re arranging my tank's plants, decoration, and filter cause any problems with my tank AFTER it completely cycles?

It shouldn't no. As long as you don't remove any of the media in the actual filter, but just moving it should be fine. Test levels for a day or two afterwards anyway; sometimes disturbing things can kick up hidden waste and uneaten food which can cause a temporary spike in parameters but I'd say go for it.

I do it every couple of months because I want to vacuum under the caves & such, so far have not had any problems. The fish go a little crazy for a day or two but I think it's good for them.
