How long is the sun up? I time my lights based on how long the sun is up. Since most of my tanks are not in direct view of the windows, I base that time period on my schedule. I have my lights on for about 10 hours (little less than daylight hours to prevent algae) and I come on at about 11AM-9PM so that I can get the most out of the tank. That also allows the tank lights to go off before the room lights for a less stressful change.

It really depends on what you want... Are you planning a planted tank? Or just mostly fish and some hardy plants? Or just fish?

Most fresh water tanks you normal output florescents although some heavily planted tanks use PC's

as fernzpat said it all depends on what you are keeping in the tank, you have too have more of a question then such a basic one.
