Red finned blue eyed plecos

Been reading lately a lot about these plecos they look stunning I know there meant to be quite rare but I have a few question that have left me curious
1. just how rare are they
2. and how come there so rare

Being a hypostomus species they likely aren't as popular as hypancistrus and ancistrus species which are obviously smaller.
