Red Phantom Tetras - Fin nippers?

I have the fish and rest of the details about my tank below. I woke up a few days ago, and one of my cories had some of its top fin missing, and now one of my angles is missing part of its fin. Could it be them, or any other of the fish?

You got a bully. But you made out better then me, I woke up and one of my guppies were missing, no body nothing. Lol, I think one of my big goldfish ate him.......Try to keep your eye on the tank and try to catch the bully, if you do you could always sepperate him and allow your other fish to get more confident and put him in his place when you return him in a few days.
