Sand goby please help

Hi I have a freshwater sand goby. He's in brackish water and had been fine. But recently I noticed he keeps putting his head out of the water and there's like a clearish white build up on his face. Idk if it's just a slime coat or if it's a disses or fungus or something. Please help. Thanks.

Here's a pic of him. Parameters = pH 8.2, am 0.25 ppm, no2 0 ppm, no3 about 15 ppm. Going to be doing 50% wc tomorrow. Sry best pic I could get

Update. Im currently treating my tank with jungle buddies medication and is already shown a large reduction of the build up on his face, and his eyes are totally clear now.
