So I need to know if this will work for my aquarium for stacking rocks. See picture

Read the back for all the info on it. Make sure it has no additives or anything to inhibit mold. Don't worry if it says not for use in aquariums; that's just so they aren't liable if the tanks falls apart. If that's not the only brand, look for GE silicone 1 or 2 but only windows and doors.

What would make it inhibit mold

In the description it would say it inhibits the growth of mold. Not sure which ingredient does this though
