I was browsing through aquariium simulation websites and I came across this:
http://www.tetrafish.com/va/page01.asp?language=uk

Its a program wich helps you choose what fish you want in your tank. Then you can choose the java option and it will show you all the fish you picked swimming together, so you can see how it looks. It also give statistics and info on each fish species.

However the overstocking guidelines are not that great...

lol that is entertaining. i played around and made a planted tank with swords neons and some catfish. that would be fun for someone with a kid that wants o educate there kids it could be a good guidline

Have you ever heard of Mopy?
I have it on one of my old comps. Its basicly a screen saver with just one fish. You earn points on how well you take care of it. Its pretty good graphics and its free.

My youth pastor isa pc programmer and game desighner among other things pc related, I bet he could create an awesome program, he loves fish as much as i do, he's the guy who gives me all the cool fish stuff liek plants, pumps, accessories, soon to be some babies, and what not, i'll talk to him about creating something along these lines, I bet his buddys at his job would even get on board for this since they havea fish tank in the office lol
