Slightly overstocked?

Browsing the classifieds, I just came upon this ad for a pleco, feather fin and UD cat. They are selling them because they are downsizing FROM a 2ft tank!

Might be stunted? I'm not sure, but that seems really a tight squeeze for a pleco that size and those other fish. They must have done an exceptional job keeping it clean and timed feeding. 2 feet long is really small...
