so horrible another one of those cycling threads!!!!

i have a 10 and 5 gallon cycling and want a little help.
10 gallon (fish in)
i thought it had cycled but my tank either stalled, is experiencing a mini cycle, or is re-cycling.
ammo-.25
nitrites-.25
nitrates-0
now ive seen ammo and nitrite spike and then ammo left and then nitrites left then ammo came back and now nitrites are and no nitrates. why?
5 gallon(fishless
ammo-.25
nitrits-5,o
nitrates-5.0
so i think the 5 might have too much ammo building up. i put in about 3-4 brine shrimp.
