IME when rummys get room to swim (example: my friends 55 with 7 rummys) they are very active and school all the time. But in my little 10 they schooled. But hid in the back on the substrate. My neons aren't super active but they arent fish that hide IME
 
i think you should be fine with 6 rummy noses :) i'm planning on putting 8 rummynose/harlequin rasboras in my 15 gallon with a male betta and 4 panda cories plus countless red cherry shrimp and 2 nerite snails. according to my research and others on this site that's fine, so i imagine yours cant be far off either :) i dont think that the rummynoses would be too active for the betta either, but i've heard that they're very delicate for the first few weeks.
