I was thinking two pairs of german blue rams, and more fish, based on what will work out. What do you think? Any ideas?

Serpae Tetras, Neon Tetras, Cardinal Tetras, Honestly most any tetra. Gouramis, Angel Fish (Not with Serpaes), you have lots of options just make sure the fish share the same water conditions and you will be good to go.
