Stocking a 4 gallon cube tank ?

Is there any fish that can fully stock a 25cm square cube tank of 4g? Or is it too small?

I know a betta would be ok, but looking for something else or adding something with the betta at least.

A Betta would be nice, or you could just have a shrimp and snail habitat.
 
Without a Betta: you can get a few celestial pearl danios (aka Galaxy rasbora), or some white cloud minnows. With either of those (or a mix) you could do a snail, and a couple shrimp for a clean up crew.
 
You *might* also be able to do a shoal of six Ember Tetras, but I wouldn't stock the tank with anything else.

If it were me, I'd do a single male betta. Use a sponge filter or something else that doesn't create a lot of water turbulence.
