So I work in a kitchen and we always have a bunch of buckets that are left over from when they had food. Now last night we emptied a large ice cream bucket that I thought is a perfect size to put leftover gravel, rocks or decorations in.
I made sure that it didn't go through the dish machine and instead was just strayed out.
Is it safe to use? It's clean it just smell like vanilla a bit.

If it's food grade it's safe for fish
Maybe rinse it out more? If it were me I would definitely use it. Saves money!

Ice cream contains mostly gram negative bacteria but also some gram positive. If it were me I'd wash it out with antibacterial soap or a diluted bleach solution. Rinse it out well. Bleach will kill gram positive and gram negative bacteria. Vinegar kills gram negative bacteria but not positive.
