I'm just wondering if I can use river sand as a substrate. Do I need to sterilize it and how would I do it?

As in river sand, do you mean the bigger particle sand, or the beach like sand(soft)?

You should be able to use it. I would wash it good just with warm water no soap then let it dry and stay dry for a couple of days to kill off any bacteria in there.
