tank size for dwarf neon rainbow

Is a 29 or 30 gallon tank suitable for the dwarf neon rainbow or praecox?

If so, how small a school can be achieved without disharmony?

What are good tank mates? Angels? Gouramis? Emporer tetras?

I've been given a 30 gallon tank and I already have a 29 gallon. I don't have many fish other than loaches, a dwarf gourami, 2 SAEs, and some otos in various tanks.
 
I had black skirt tetras and green tiger barbs in with mine in a 30 gallon tank until my 75 G was cycled, and they got along fine. I also had a rainbow shark in there. I did move the seven dwarf neon rainbows to the 75 G when it cycled and they do seem livelier, as the tank is twice as long and they like to swim from one end to the other. I have read several posts on other forums which indicated each male should have two females as they do drive the females crazy when they're feeling their oats in the morning, and also the males can act tough with each other to help give the girls a break. My school of three boys and four girls has been fine so far.
