Tap Water Has Ammonia...?

My water has tested positive for Ammonia for awhile now, So i tested my water and it read that it was 1.0 Ammonia based on my API liquid test kit.

is this possible or am i doing something wrong?
 
Ammonia in tap water is fairly common and is normally caused by the municipality adding chloramines (chlorine ammonia mixture). A fully cycled tank should convert the ammonia within hours after a pwc, and using a quality dechlorinator like Seachm Prime will neutralize it for that time. If after 24 hours there is still an ammonia level in the tank, it shows a larger issue and the tank is not fully cycled.
