I've got a beautiful piece of Texas Holey Rock which I'm unable to use in my tank as it raises the pH to a level which is to high for my Cardinal Tetras; is there any way I can treat it to stop it inferring with pH levels?

No treatment will fix it without ruining it. You could try offsetting the effext with peat koss and driftwood but it is a long shot.
