Can anyone advise memo. Veil tail is laying on his side and is mouth is closed but his gills underneath are moving he has eye movement and he keeps jumping (apologise for the jumping description but the only other way to describe it is hick ups). He has a clean tank.

You need to test your water. We need to know the following levels: ammonia, nitrate and nitrite.
If you have no way of testing the water parameters, and if you haven't done any water changes recently, your best bet is to go ahead and perform a 60-70% water change.
