Water change or no water change?

I can tell you that back in the 80s, the Europeans and Germans were way ahead of the U.S. in planted tanks, filtering systems, Lighting ( due to the planted tanks. ;) ) and fish breeding. I can't say if the fish quality is better here or there however because I don't know if the fish in Europe were more out of Asia or the U.S. Comparing the same fish bred in U.S. to those in some areas of Asia, hands down the U.S. fish were stronger......but the Asians were breeding more types so there's a wash there I think.
