Hello New...

Considering the above information, I'd change out a minimum of 25 percent of the tank water and retest in 24 hours. Ideally, you want "0" ammonia and and nitrites.

Nitrates at low levels aren't important. You could consider getting some stem plants like Anacharis and Pennywort into the tank. These are natural water filters and will use the ammonia and nitrites as a food source.

Just a couple of thoughts.

How new is the tank? Fish IN or Fish LESS? If you have fish I would do a 50% water change to get the levels to 0 if possible.

How often do you do water changes/how much? Do you have city water? Are you changing the filters? With just 5 neons in a 16g tank, you should not have any ammonia or nitrite especially with the tank setup for this long.

Right now to changing filter I rinse the filter sponges in the tank water when I do a change and I do a water change then I think the water peramiters are a danger to the fish

10l on a 62l tank isnt very much for a water change. How often would you say you do this (once a week? once a month?)? Everybody either has water supply from either a well or they have city/public water supply- do you know which you have? What type of water conditioner are you using?

Do you have any idea if your municipality uses chlorine or chloramine and how much? You can contact them to find out. I would suggest increasing your water changes to atleast 30-40% weekly & double dose your conditioner until you know how much disinfectant is being used in your water. Right now, you may want to do some extra water changes to drop your ammonia/nitrite levels down under .25ppm until things settle down.

You shouldn't have to contact your water company directly. I found all about my local water by Googling the city name and "water supply." Here in DC, there was even a separate informational pdf with aquarium related info.

This is true in the US for major residential areas. However, this is not the generally the case in alot of other countries.
