I'm aware of the standard rules: 2-3 wpg, however I don't use a hood, just what I guess would be similar to a pendant light to get localized lighting on one spot on the left side of my tank. (70 gal glass) - It's rated at 18w, but the light is concentrated on a 1' square patch. Would this be sufficient to grow some plants with higher lighting requirements, if I grew them off of the rock background, near to the surface?

Maybe but I doubt it. There is a minimum light level needed to grow plants that is not actually shown by the wpg rule. I doubt you would get good growth even with low light plants. If it's as you say it lights up a 1' square. That's would barely be 2 wpg if you took it as cubic foot.
