Weird bubbles

These weird bubbles just started showing up in my tank and I'm fairly new to this hobby. I may be over exaggerating w this but my fish also haven't been acting like themselves. I'm just worried is all. Does anyone know if this is bad and if so what can I do to help?

Soap?

You said you are new to the hobby, so hopefully you aren't offended of I ask if you used soap to clean something and then put it back in?

No I read that was bad for the fish. I rinse anything new I put in the tank w a bucket of treated water and let it dry. You aren't offending me
