What exactly is this?

Can anyone tell me what this is? It looks like cotton candy. When I change my water, I try to suck up as much as possible but it always seems to come back within a couple days.

It looks like the mold that grows on leftover food. You may be excessively over feeding if that's the case - or maybe food is just getting caught on your plants.

The picture isn't really clear, do I can't tell.

Maybe just take the plant out and clean it.

I have a couple more questions. What is the best way to get rid of this? And, is this especially dangerous to the fish?

Vanimal, I'll try that. They are all fake and I'm getting ready to move, so I'll have the chance to move things around and clean em.
