What is going on?

This is a day after a 25-30% water change. I dosed with Prime and Stability. Why won't my ammonia go to 0? I also did a 50% water change on Monday cuz my ammonia was 1 or 2. As long as I've had my tank set up I don't think it's ever been cycled as I don't remember ever seeing 0 ammonia. I have an AC 50 and a sponge filter that I added 2.5 months ago. I'm about to have 15 fish as I am trying to rehome 2 of my fish. But later I plan on adding one more lemon tetra and 4 or3 or 4 more otos and then I will be done after that.

Test your tap water. Mine is 1.0ppm right out of the tap.

What is in the tank besides fish? Anything else that can leach ammonia? If not you might be overstocked.
