What is this on my aquarium wall?

What is this white, bacterial looking substance on the inner side of my aquarium wall? They're located in clumps mostly on one side of the tank.
 
Ok it won't let me upload photos but it's essentially tiny white specs of what looks like bacteria. It's also on the surface of the water. I have Melafix and SafeStart in the tank if it has anything to do with those.

Planeria or detritus worms.

Google them to see if it's the same.

I think it may be detritus. Just researched them a little bit. I have puffers, who are very messy eaters, and when you add that to the fact my filter is due for a cleaning as is all the waste on my substrate, I wouldn't be surprised.

Both are harmless, and most fish try to eat them.

They just look ugly. Thats all.

Of course it's the one thing my puffers don't try to eat! (They even tried to eat a test tube earlier...)
