what kind of paint for gravel???

I noticed that some of my tacky blue and white gravel is chipping away showing the true colors of the rock underneath, what kind of non toxic paint do the companys use to piant gravel?

I only buy Estes brand, so I can only speak for them. They use colored epoxy and guarrantee that it will not chip or peel off. (However, they say that it will melt and produce a solid congealed blob if you boil it). I've vigorously stirred my Estes gravel in hot water to rinse it, and I've never seen any sign of the color coming off.
