What kind of rock is this?

Can you help me identify this rock? Is it safe for my aquarium? It was soaked in hot water over night and scrubbed down for dirt.

Kind of looks like quartz. Does it have crystals or a sparkly effect when you turn it different ways in the light? To test it take and drop a few drops of vinegar on it and if it bubbles or sizzles that means it could raise the ph in your tank.

Will the ph level drop down naturally after I remove the rock, or do I need to do a water change?
