These seem to be on the surface, and are ting white bugs that jump? Any body have a idea and where they come from?

Probably fly larvae. Sometimes they come in on a new plant, or an adult fly enters the house from outside looking for a warm place to lay eggs. They won't harm the fish or you, and will either be eaten or drown in a few days.

I dont know..they look exactly like a white flea and hang out on the surfact of the water..They are weird..I havent introduced any new plants to the tank..

Could be some type of water flea. I had them at one point. They went away or I just stopped noticing them. Harmless though.

its water flea's, I've seen them before in a friends tank, sounds exaclty like what you have. I'll found out what he did to get rido f them and post back
