White fuziness on neon tetras head!?

Saw that one of my neon tetras had white fuziness starting to grow on it's head and it was breathing really quickly I took it out I remember reading something on this but I can't exactly remember what it is
Can anyone clear this up??

supposedly ich looks like someone poured salt on your fish... if that's what it looks like, then it may be ich?

No it's definitely not ich
It's basically a white fuzzyish looking circle surrounding one of it's eyes and it's breathing heavily sitting in one spot now

Is it its eye or his head? Is his eye popping out? If so it could be popeye:

I'd say it's head/eye area it completely surrounded his eye it wasn't actually on it when I came back to check it was dead it's eye was not popping out the bottom half where it's tail is turned clear
