White stuff on glass & plants?

There's this weird white stuff on most of my glass and on the plants. I'm not sure if it's the same thing but it looks similar. On the glass it's stuck and sort of waving with the water flow. On the plants it just covers them, I did a pwc and I took my plants out and they didn't have it. The java moss is completely covered in it, it wasn't there earlier today. Any help?

I'm 90% sure it's not hydra from what I've seeing, I could be wrong though.

I can get more details/better pictures of the plants themselves if needed.
