Why do i get bubbles on my waters surface?

Hi, why do I get hundreds of tiny bubble just sitting on the waters surface? I have a surface skimmer but that doesn't help. Here's a pic if it helps.

Well, if you have a power filter, it could be splashing and making bubbles. What kind of fish do you have? They could be making bubble nests.....

do you have co2? still water? soap?
 
I have an external canister filter, it is a predator tank with just catfish and oscars so far and no co2 diffuser, no soap and flow is good, I have a high powered air pump running but all the tanks I have seen with the same don't have the problem :/
 
Do you think it could be the outlet facing to much towards the surface?
 
Ah maybe that's the problem then :) I will try adjusting it and post back, thanks for the fast reply's
