The difference may not be that significant especially when using seeded media. The idea is that since you are doing regular water changes and the ammonia level is kept lower than 4ppm, it takes longer to build the colony.
It depends on a lot of factors but it can range anywhere from instant (seeded media up to 8 weeks or so. Starting completely from scratch you can expect it to be 6 weeks on average.
