Why is the top of my tank foamy

On the top of my tank I have a bubbly foam. I am wondering how to get rid of it and if it is dangerous.
 
Could be bubbles from your filter if your using HOB filter and the water lines down
 
What kind of filter are you using looks like air bubbles but I can't be sure
 
I was using Tertra Aqua Safe as a dechlorinator and got the same results. I've switched to Prime and a few pwc's later, the foam is going away. I think it has something to do with the slime coat function.
 
Have you had any fish die recently? Once when I had a fish die and couldn't locate it's body, I had foam at the top too.
