It is a phosphate based buffer that will raise your alkalinity and get your pH to 7.0 and maintain it there. Initially, you may need to add Neutral Regulator every day until the pH stabelizes at 7.0. This could take several days to a week. Once the pH does stabilize, then you should only need to add the Neutral Regulator during water changes.

KH only measures carbonate hardness, caused by the presence of carbonate (CO32-) and bicarbonate (HCO3-) anions, not total buffering capacity.
