Bugs - are these natural?

I have a 3G rcs breeding tank that has lots of nutrient absorbing plants but no filter. Lately I've been noticing lots of extremely tiny, circular bugs swimming around the top of the water. Is this natural?
 
Those are scuds, they eat excess food and are kind of like smaller shrimps, most fish love to eat them, and some people raise them as fish food

These might be seed shrimp or ostracods. I have them in my shrimp tank. They are small, oval shaped, and swim in an erratic and often circular pattern.
These are not harmful.
