Is it safe to use a small power filter whose intake tube is covered with fine mesh with cherry shrimp in the tank?

Sure. Even quite a powerful filter is ok, cherries are not bothered by some current. A sponge prefilter on the intake will work better than mesh. Won't get clogged as fast, will grow bacterial colonies that shrimp love to feed on, so provide a food source and extra biofiltration. Clean the same as for a filter sponge.. squeeze out in tank water, not tap water.
