Tank Size For Ghost Shrimp

Hey everyone! Im planning on going to Petco later and buying a new tank! I just want Ghost Shrimp and I already have a ton of Malaysian Trumpet Snails that I also want to put in it.

Is a 2.5 gallon big enough with a heater?

Should I use substrate?

Do I need a filter?
