cabomba:floating or planted

We bought a few bunches of this for the pond. It is loose/floating. Is it supposed to be planted, tied down, weighted, or free floating like it is? same thing with the parrots feather.

I prefer to plant all of that type of plant, if I don't they eventually drift over to the pump and add to the gunk that clogs it up. The only things i leave floating are true floaters, Hyacinth and Water Lettuce. JME, you can certainly do either.

Yes the cabomba seems to be getting sucked into the pump pretty badly. I've stuck it into the lily pot. The parrots float very well though.
